- ★ ☆ ☆ ☆ ☆Two of our driver's operating a Roll-off trailer with three empty bins on board, were held up and not allowed to leave unless they each dropped a bin onsite, and we had to send another truck and trailer out to pick up the bins. A violation was not written. The issue the inspector had was our Impact Bumper. She seemed to think it was out of compliance and would not measure from that bumper to the end of the roll-off bins, instead she measured from the center point of the rear axle. I have read the regs on this and both our trailers a pre and post 1998 MGR date, validate the construction of those bumper, but the inspectors have not been properly taught on the regs that apply to this, specificly US DOT, National Highway Traffic Safety Admin., Laboratory Test Procedure for FMVSS 223 which is on Rear Impact Guards. This cost us close to a $1000.00 in time and equipment, and again we were never cited.By Kevin Terrio, September 02, 2017
